The goal of the local plan proposal
• To improve the environment, quality of life and economic framework of the older settlement in Kópavogur by increasing the mix of settlements that aims for sustainable development of the urban environment through settlement densification and better utilization of infrastructure and services.
• To increase the balance in the ratio of industrial areas and residential areas.

The densification of the settlement will strengthen the role of the western part of Kársnes as a modern shopping, service and residential area with a beautiful appearance, good utilization and good connections with public transport and bicycle and walking paths over the proposed bridge.
The overall appearance of the district will be improved and apartments will be connected to open areas that connect the planning area together and therefore give it an attractive appearance. To achieve the goals of the plan, a certain variety in housing types is expected, e.g. in apartment sizes. The choice of materials should give the apartments a warm and modern appearance. Pedestrian connections should be ensured throughout the neighborhood and to the proposed pedestrian and bicycle bridge.
